The big problems with placing gravel road base over utility repairs under road ways it that the gravel will eventually settle no matter how much compaction you do. The solution it to place flow fill over the utility work done under existing roads. Flow fill is hard enough that it will never settle. It is also excavatable if it ever needs to be. Because flow fill never settles, the overall costs for the project will be lower. The job will never need to be redone.
Here the utility trench has been partially filled with sand. We are now starting to pour flow fill over the top of the sand and under the road surface.

The other benefits include no workers in the trench improving safety. No compaction equipment in the trench with greatly lowers the cost of the job.
